The year is 2005. You and your family live in California. It’s another Sunday afternoon and you drive out to Uncle Billy and Aunty Mary’s home for Sunday dinner with family and friends. While helping to set the table, you smell a strange odor from an upstairs bedroom. You investigate and find Aunty Mary in her bedroom smoking marijuana. She reports the sad news she and Uncle Billy had hoped to keep from the family: she has been stricken by a terrible disease.

According to California law, however, her doctor recently prescribed medical marijuana. To her surprise it has greatly helped to stimulate her failing appetite. Aunty Mary says, “I can’t believe I’m a dope-smoking-granny, but there you go. This helps me more than all those fancy medicines that made me sick to my stomach.” She expresses her gratitude to the California state legislature for making medical marijuana legal.

She knows that you are taking a course in the U.S. Constitution from the University of Phoenix. She also knows that the Supreme Court recently decided the case Gonzalez v. Raich that concerns California’s law permitting prescription of medical marijuana. She reports, “I tried to read the case, but it’s all gobbledygook and legalese to me. Why can’t they just write in plain English?”

So she asks you to help explain to her whether the federal Supreme Court’s decision will override the California law that permitted her doctor to prescribe the medical marijuana. She says, “Back in civics class in highschool, they told us all about living under two sovereign governments, and something about federalism. But it’s been so long…”

And she tells you, “I’m a tough old bird, so give it to me straight, can I keep puffing up here? Or do I have to go back to those nasty medicines?”39672.821721956

The 1999 Institute of Medicine (IOM) report: To err is human:
Building a safer health system
 was a wake up call for both the general
public and healthcare providers regarding the problem and tragic consequences of
medical errors. According to the Report Brief: “At least 44,000 people, and
perhaps as many as 98,000 people, die in hospitals each year as a result of
medical errors that could have been prevented” (Institute of Medicine, 1999, p.
1). The report recommends a four-tiered approach as a strategy for addressing
this problem.

In this assignment, you will read the report and then evaluate how
the healthcare system has responded to each of the four recommendations made in
the report.

Use sources other than the textbook to find information about how
the U.S. healthcare system is acting on the four recommendations in the IOM
report. You may use journal articles, government reports, reports or findings of
public organizations, and other authoritative sources. The following are sources
of information on two of the recommendations:

  • The first recommendation about creating leadership refers to the Agency for
    Healthcare Research and Quality (AHRQ). Use the AHRQ Web site http://www.ahrq.gov/.
  • The third recommendation about actions of oversight organizations,
    professional groups, and group purchasers of healthcare identifies the Leapfrog
    Group (http://www.leapfroggroup.org/).

Write your assessment in a 4-page report. Include an appropriate
introduction and conclusion. Write your assessment of action on the four
recommendations in the IOM report. Then, write an overall assessment of how the
U.S. healthcare system is performing in regard to patient safety, in response to
the IOM recommendations. Give examples of actions by the healthcare industry and
cite sources. Write your report in a Word document formatted in APA style.

 Almost any disease or process that includes
decisions or conditional pathways. Typical
answers might include patients with diabetes, patients with asthma, or for
teaching new mothers about breast-feeding.
There are almost unlimited answers to this question. Of importance is the student’s response of
why guidelines might be useful. Reasons
might include complexity of flow and decision making, for consistency, for completeness, or for ease in documenting
a procedure. There are other reasons
that would be acceptable.
