• Compare and contrast the internal rate of return approach to the net present value approach. Which is better? Support your answer with well-reasoned arguments and examples.
• Is the ultimate goal of most companies–maximizing the wealth of the owners for whom the firm is being operated–ethical? Why or why not?
• Why might ethical companies benefit from a lower cost of capital than less ethical companies?

Public administrators are required to navigate both organizational and environmental politics. Public administrators need support from the general public, elected officials, community leaders, and other government officials to maintain support for the organizations they lead. In Chapter 12, the textbook author discusses a variety of influence tactics. Consider that your organization needs to influence elected officials, citizens, and community leaders for an important new initiative. What influence tactic do you think would be most effective for the elected official, for the citizen, and for the community leader? Why do you think these tactics would be most impactful?

The exchange tactic would be appropriate for elected officials. Politicians always desire a favorable public image; thus, it would be easy to convince them to support the initiative and earn some credit for it. Insipational appeals would help draw the citizens’ attention to the project. Citizens are emotional people and they go with the flow. It would be easy to convince them to participate in the initiative by appealing to their emotions and values. Finally, rational persuation would work with community leaders. These people do not necessarily hold any positional of power, but they have much influence over society. Community leaders are mostly sober-minded, and thus, they would be ready to listen to logical reasoning.
