PAPER WILL INVOLVE THE USE OF QUANTITIVE UN VOTING DATA ON CORTEXT Research question: What role does small states play in influencing international consensus in the United Nations? In the course of the establishment of the United Nations, each country is allotted one vote regardless of size, influence or prestige. This is enshrined in Article 18 and 27 of the UN Charter which guarantees that all states are given fair representation as a government. However, this is not the case for the UN Security Council where five permanent members – namely China, France, Russian Federation, the United Kingdom, and the United States are given veto power over UN Security Council Resolutions. Although countries may be allocated one vote, this research proposal will study how economic status, international standing and cultural influence play a role in how ‘small’ states can punch above their weight. Formulation of the problem: – Defining ‘small’ states – How has the evolution of the United Nations and the international stage changed the game for small states? – What are the particular assets that small countries have at their disposal compared to larger countries – i.e. what constitutes the comparative advantages of small countries’? – How can these assets be used in a ‘smart’ way to compensate for smallness and lack of ‘hard’ means of pursuing policies, and thus allow small states to punch above their weight? PROMPT: – a notebook / lab book (2 pages) of the things you did since you started thinking of a final paper – a final paper of around 10 pages.
