3. Identify potential consequences of failing to observe traditional values in public sector personnel management practices

Introduction

In this unit, you will be introduced to human relations systems that have developed in this country since 1700 and explore the traditional values of working in the public sector (Klingner, Nalbandian, & Llorens, 2010). You will discover that the patrician age has given way to the partnership era, and you will explore its popularity. This understanding of the past is critical for you to begin the development of a job design in today’s public workplace climate. A part of that understanding is knowing what is similar and what is dissimilar between the public sector and the for-profit sector. A major part of the difference is embedded in the ethics of delivering services to the public.

To conclude this unit, you will explore a case study of the management failures of the CIA during a time of crisis caused by failures in the understanding and enforcement of a culture of public service ethics and methods of delivering services to the nation.

Readings

Use your Public Personnel Management text to complete the following:

· Read Chapter 1, “The World of Public Personnel Management.” Traditional values in public employee management are responsiveness, efficiency, employee rights, and social equity. The text explores different HR systems employed since the 1700s that have embraced these values in different ways. This background is crucial to an understanding of these values.

Use your Public Human Resource Management text to complete the following:

· Read Chapter 1, “Competing Perspectives on Public Personnel Administration: Civil Service, Nonstandard Work Arrangements, Privatization, and Partnerships.”

· Read Chapter 14, “Motivating Public Service Employees in the Era of the “New Normal”.”

Research

locate three articles that contrast value systems in public organizations with those in the for-profit sector.

Discussion 1

Public and Private Organizational Values

Compare and contrast your understanding of the differences in values of employee management within public organizations and for-profit organizations. Use the materials you located earlier to support your position, being sure to cite your references according to APA guidelines.

Post a brief description of what you see as possible advocacy needs for this Community Center

Week 9: Social Change and Policy Advocacy in Human Services

Policy advocacy is one of the key roles of human services professionals. It differs from advocating for clients in that it looks to inform those who are responsible for policy formation, such as politicians and leaders of large-scale organizations. Whether at a national, regional, or state level, policy advocacy efforts will have broad implications for how and when human services are delivered. In today’s world of diminished resources, policy advocacy can be the difference between being funded and not having the funds needed to help your clients.

By engaging in opportunities with programs and organizations that receive federal or state funding, you may further support your advocacy effects and gain greater access to necessary resources. By watching the media presentation in the Weekly Resources you will get a feeling about how community organizations can engage in advocacy.

Chahana Fisher has applied for a part-time position in this Community Center in the role of advocacy support person. In this role she is going to identify the needs for advocacy for the populations served by the Center and draft information that will be used in advocacy for the Community Center. For this Discussion, review Chapter 7, “Visit The New Harbor Community” in the Weekly Resources. Then explore the Community Center in the Weekly Resources and read the description of the Community Center and the people who work there currently.

With these thoughts in mind:

Post a brief description of what you see as possible advocacy needs for this Community Center. Examples may be the needs for youth programming, immigrant language skills support, or recreational facilities for latchkey children after school. Explain how this Community Center could be involved in policy advocacy. Then, from the perspective of the community center and one organization from your area of interest, explain one benefit and one limitation of engaging in policy advocacy. Be specific and provide examples.

Preparation

Suppose you have been asked to prepare a presentation for a workshop. Choose one of the scenarios below to present on. For the scenario you choose, select theories to help you frame the problem and create an understanding of the problem for your reader. In your presentation, present possible solutions and support your work with a minimum of three scholarly research articles.

Scenario 1: Mars Mission

You are part of a psychological team planning to prepare and support astronauts during the manned mission to Mars. Your task is to identify solutions for possible psychological problems that may result as part of the trip.

  • Think about potential psychological problems that can occur during preparation for and during space travel. In your presentation, describe the potential problems, so that your reader has a good understanding of the negative psychological impact that astronauts can experience. Consider and discuss possible prevention or intervention ideas in your paper and support your thinking about potential problems and solutions with information you find from the scholarly research articles you selected.
  • Possible search terms: NASA, Spaceflight, Mars 500, Mars 520 (use alone and in the Summon library tool, or in the PsycARTICLES or PsycINFO library databases).
Scenario 2: Office Décor

The company where you work is redesigning office spaces. Your supervisor has tasked you with examining the psychological effect on employees of different decorating options with the goal of increasing productivity.

  • Think about and search for how color and use of space can impact people psychologically. What does the research say about environment and productivity?
  • Possible search terms: Office space, well-being, productivity, applied psychology (use in combinations in PsycARTICLES or PsycINFO).
Scenario 3: Youth Sports

You are coaching your child’s soccer team and want psychologically proven ways to motivate your players.

  • Consider what research says about motivation and sports. What are some specific coaching strategies that can increase enthusiasm and motivation?
  • Possible search terms: Coaching effectiveness, motivation, sport psychology (use alone or in combinations in PsycARTICLES or PsycINFO).
Scenario 4: Anti-Marijuana Campaign

You have been asked to create ideas for an awareness campaign to prevent teenagers from using marijuana.

  • Consider ideas that have a chance to attract adolescents’ attention. What does the research say about prevention?
  • Possible search terms: Drug use prevention, media campaign (use in combinations in PsycARTICLES or PsycINFO).

Instructions

Create an 11-side presentation based on the scenario you have chosen, with thorough presenter notes for each slide, explaining the content in detail. Use the Capella library to find 3–4 scholarly research articles on your topic. Use the following sections to organize your presentation.

  • Overview:
    • Summarize the identified problems in the selected scenario (1 slide).

Discussion: Bilingualism and Multilingualism

If you were given an intelligence test in a language you did not know well, how do you think you would perform? Unfortunately, early 20th-century research on bilingualism was often based on biased evidence from assessments such as this, leading researchers to conclude that bilingualism was cognitively harmful. Fortunately, other research since that time has more carefully protected against bias and accounted for variables (e.g., socioeconomic background) that could influence research outcomes. Newer evidence, in fact, suggests there may be many cognitive benefits to bi- or multilingualism, in addition to the social and cultural richness that it affords.

From a practical perspective, it is not possible nor would it even be preferable for citizens of most countries to learn a large number of languages. Thus, educational planning decisions must be made, which often are based on a combination of public opinion, politics, financial resources, and research data. Some states in the United States have laws that declare that public education must be conducted in the English language. Other states have two-way immersion programs (where native English-speaking children and children from another language background learn each other’s languages, with the goal of bilingualism for all) or international schools with various languages of instruction.

Your goal for this Discussion is not to become an expert in education models, but rather to consider bilingualism and/or multilingualism from a cognitive perspective. Imagine that you have been asked to present information regarding this topic to your local legislature to inform education policy from a psychological perspective. What are the research findings that you would present?

To prepare:

· Search the Walden Library or other reputable academic sources and select at least two articles besides those listed in the Learning Resources related to the cognitive benefits of being bilingual or multilingual.

With these thoughts in mind:

Post an explanation of two or three research findings related to bilingualism or multilingualism that you believe the legislature should take into consideration and why. Include discussion about how multilingualism positively influences intelligence. Provide specific examples and use the articles you found to support your position.

Be sure to support your postings and responses with specific references to the Learning Resources. Use proper APA format and citations.
