 This is the numbered operative clauses you saw today in seminar (and how to guide #5). This should be 2 short paragraphs about your assigned country’s position (i.e. proposed *solution*) to 2 issues of your country under your Covid seminar topic. That is, 1 paragraph for a solution to issue 1 (who should do what when) + 1 paragraph for a solution to issue 2 (who should do what when). Half a page total is sufficient.
