If you feel you are eligible once you have read through Prior Learning Evaluation Guide, please follow the requirements for the Portfolio Evaluation section (pages 7- 11).  Please read the information carefully and follow the requirements.  
I have attached a course outline for you to analyze how your past academic or professional experience fulfill the course requirements (#4 on the Portfolio Requirements on page 8).  
Could you also please attach all relevant course transcripts and provide detailed descriptions of courses that fulfill the requirements of Tech Comm.
