Introduction
The purpose of this assignment is to give you practice in making a planning proposal to develop a
project to address a health need. It will assess your ability to:
Write to a prescribed format following a proposal structure·
Identify, from an outline situation analysis, the health needs of a community·
Formulate a response which addresses those needs, and sets priorities where appropriate, uses·
given reading and your own experience, and is feasible and logical
Move from general concepts to details of costs, staff and timetable·
Give you confidence, having done it once, for future occasions.·
Background to the task
The central government of Kalitopia, in its new long term strategic statement (2025 Vision for
Health), has identified a high number of individuals suffering (or at risk from) cardiovascular
diseases in the country. Cardiovascular diseases are a group of non-communicable disorders of
the heart and blood vessels including1:
coronary heart disease (also known as ischaemic heart disease) – disease of the blood·
vessels supplying the heart muscle
cerebrovascular disease (also known as stroke) – disease of the blood vessels supplying·
the brain
The Ministry of Health is therefore requiring all districts to develop proposals for improving
cardiovascular health services as a matter of high priority. A World Bank Health Project in
cooperation with the ‘Basic Needs Foundation – Kalitopia’ has a component focusing on this, and
the District Health Planning Group for Bulobazi District has been asked to develop an outline
costed proposal to access funding from this project.
Funds have been provisionally earmarked for the project in Bulobazi subject to a satisfactory
proposal being developed to improve cardiovascular health services. These funds are:
Recurrent funding of 50,000 shillings per year in year 1, updated by 10% in year 2 and a·
further 10% in year 3;
Capital funds totaling 100,000 shillings over the three years.·
These funds are additional to the regular health budget (details in the Bulobazi District profile) and
which is not expected to increase over the three years.
The task
You are part of the District Health Planning Group within Bulobazi District. Other members of the
planning group are the District Medical Officer, the Assistant District Commissioner, and a
representative of the community. The District Health Planning Group needs to prepare the planning
proposal for improving cardiovascular health services for the whole District, to be considered at the
next meeting of the project planning team and you have been asked to prepare the first draft. The
proposal will cover a 3 year period from January 2016 to December 2018. The current date is
October 2015.
You, therefore, have to decide, within the resources allocated and based on your knowledge of the
District, what strategies should be planned for the District. This should be written as a planning
proposal, with a completed budgetStructure of the proposal
Your assignment should be written in the form of a project proposal (rather than an academic essay).
The project methodology requires you to use the following headings in submitting your proposal:
1. Situation analysis setting out key issues (no more than 500 words)
2. Statement of the objectives of the project
3. Outline of the proposal (what strategies you propose should be set up, what each strategy
should achieve; and the main activities needed for each strategy)
4. Justification of the proposal (why you have selected your particular strategies)
5. Resource implications (what staff, equipment etc. will be required in addition to the existing
budget for the District). A budget for each of the three years should be included. A blank
budget sheet is Attachment 3. It is recommended that you use this format for your proposal)
6. Implementation schedule for the proposed activities (an outline programme of who will do
what, in what order, and when). A blank Gantt chart (Attachment 4) is available to develop this
implementation schedule, but feel free to use any other format if deemed appropriate.
7. Monitoring & evaluation. Based on your objectives, how you would measure the success of
the project, including selection of criteria for the objectives and indicators for each criteria and
source of information.
The Bulobazi District profile (Attachment 1), including the schedule of unit costs, should be consulted
in preparing the proposal, but some of the information may be redundant. For any costs or
information which you need but are not given, you should make a reasonable assumption and say
clearly that you are making an assumption. Note also that information is not always totally accurate or
consistent and you may need to make judgements about this.Situation analysis. A brief situation analysis and clear outline of the specific
problem to be addressed focusing on aspects relevant to the topic (maximum
500 words).

The abstract should summarize the content of the report, not be an introduction (the “tone” of the abstract should be similar to news broadcast). Include the following: a) what the paper is about, b) types of resources used to investigate your report and how they were obtained, and c) significant implications. Limit the abstract to 150 words or less.
The body of the paper begins with the introduction (page 3 of the paper if there is an abstract). Repeat the title of the paper on the first line of the page, but do not add the title “introduction.” In APA term papers, the first paragraph of the paper is understood to be the introduction.
The introduction should:
Relate the purpose of the paper (e.g., to present the issue and suggest how to resolve it?).
Define key concepts.
Indicate the significance.
State your thesis statement. The thesis statement should reflect that you have chosen a position that is stated in one sentence and that answers the assignment question. However, remember to use APA style to make your thesis statement. This means you will not use the first-person perspective (“I” statements). Also note: Often, there is no “right” or “wrong” answer to the question. The point is to take a position and then present arguments—or rationales—that support your position.
Next, there should be a development of points (arguments) that were mentioned in the introduction. The body looks at, analyzes, and evaluates the evidence (from the literature) and makes connections that present your points, step by step (a logical development of rationale), to support your thesis statement. A major part of the grade for writing assignments relates to the writing skills of presenting your argument.
There should be a clear indication of the significance of the problem to nursing practice or other discipline, supported by the literature (note that the introduction merely introduces it; the development expounds on the introduction).
Then, present the arguments about how to manage this issue or topic. Remember to present the main points of each author, analyzing and evaluating the strengths and weaknesses of each position. Consider any relationships between what the authors have said. Is there any overlap? Are there any gaps? Do the authors make valid points?
Consider what applies from the article(s) that support your persuasive argument. Use all of the literature to back up your statements; synthesizing the information from your articles (no more than 20% of the paper should be quoted material). Also, avoid using bulleted lists.
The last paragraph of the body of the paper will be the conclusion. The conclusion should assess the issue by summarizing the points made in the paper (and not introduce any “new” points) by stating any further recommendations about the topic and by ending with a repeat of your thesis statement to emphasize your position on the assignment question.

The paper will end with a reference list of each reference cited in the paper. You must follow any specific instructions made by your instructor. When you conduct your literature search, you will find many articles and must decide which articles to use. Consider the following:
Use articles that were published within the past five years.
Look for peer-reviewed articles in notable journals (For nursing: Avoid nurse-opinion articles posted on the internet from nursing websites, such as The Center for Nursing Advocacy, Nursezone.com, and others. Also, avoid hospital organization sites.) Look at the major nursing journals (do a Shapiro Library lit search instead of an internet search). You may consider using a position statement from a nursing organization as one of the resources.

PURPOSE
You are to locate and document research databases that relate to a significant clinical nursing issue of your choice. The research databases may be labeled as such, or may be collections of research studies and reports. You are not looking for research or articles, you are looking for new databases.
COURSE OUTCOMES

DUE DATE: You are to identify a total of five research databases (or collections of research-based evidence) that are relevant to a significant clinical nursing issue that is important to you. Submit the descriptions using the form provided in Doc Sharing to the Week 3 Dropbox

REQUIREMENTS
1. Choose a topic of interest to you that is a significant clinical nursing issue. Please note that the databases you identify could be useful sources of information for your Capstone project in NR451, so choose your topic thoughtfully.
2. Download the NR439_Research_Database_Form from Doc Sharing and type information about each database directly onto the form. Your paper does NOT need to follow APA formatting; however, you are expected to use correct grammar, spelling, syntax, and write in complete sentences.

4. Describe your topic of interest. This is worth 15 points.
5. Locate a total of five research databases related to your topic. Each research database description is worth 30 points. You may search for these in various locations, e.g., the Internet or the CCN Library. You may NOT choose the databases that are already familiar to you – MEDLINE, PUBMED (which also indexes MEDLINE), GOOGLE SCHOLAR, and CINAHL. Instead, you are expected to expand your knowledge of evidence-based sources. Places to help you begin include your textbook, which lists databases and websites that report research. The Chamberlain online library (https://library.chamberlain.edu) gives you access to several databases and provide tutorials for searching. Government sites such as those at the National Institutes of Health offer collections of research on a variety of subjects. The key to choosing the databases is that each contains research-based evidence that also pertains to your topic of interest. Again you are looking for new databases to use in the future and not articles related to your nursing clinical issue.
6. Review each database to gather information to create a description for the assignment. Each description must:
a. identify the title of the research database;
b. describe the location of the research database in a way that a reader could find it. This should be the URL. This URL should take you to the home page of the database.
c. name owner or publisher of the source;
d. describe the research database. This must be in your own words and not copied and pasted from the original source. Include the purpose of the database and the subject matter it covers. This may be two to three sentences; and
e. explain how the research found in the database relates to your topic of interest. This may be an two or three sentences.
