1. The President does a better job than Congress of addressing our most pressing problems—from health care to immigration to financial regulation—because presidents’ concern for their legacy drives them to seek coherent policy solutions.
2. Thus, the increasing power of the President in our political system has been a good development for American democracy. And, if anything, Congress and all of its pathologies ought to be pushed to the periphery and we ought to further strengthen the role of presidents.
