Abandoned vehicle managment

I would like to create a business proposal .. basically Its a recommendation for a project to be implemented in the country on a national level.
The aim is to have cars monitoring / Detection of abandoned and neglected cars  in the country .. the job of each car is automatically take a snap photo and to get the coordinates of each car dispatch the collected information to the municipality and ministry of interior if it has been there for more than 5 days .. the whole objective will be moved to gov land to reduce traffic and clear roads .
