Ethics – System Based Maangement

The following questions just need to be answered briefly regarding the articles.

Does this also pertain to system-based management?  Is system-based management also susceptible to undue clogging of administrative cogs?  Consider 4 administrative fallacies discussed in our readings: (1) stagnation (Schneider), (2) consolidation (Atkinson), (3) formalization (Sandhu), and (4) simplification (Inigo).  What are these pathologies of modern public administration?  What are some ways, according to these authors, in which the pathologies can be eliminated to achieve ethical public administration?
