Fetal Monitoring

Consider this nursing dilemma: A nurse working with a laboring woman detects an FHR pattern that she interprets as abnormal (non-reassuring). The nurse calls the womans primary health care provider, who disagrees, stating, I am sure she is doing just fine. Do not worry. Call me when she is about 8 cm. The nurse remains concerned and still interprets the findings as abnormal. What action should the nurse take?
