The two readings in this module introduce the concept of health security and explore one of the key debates surrounding the concept: the benefits and drawbacks of “securitizing” health. While the Reveron and Mahoney-Norris chapter provides an overview of core issues in the health security arena, the Burci article examines the most recent international health crisis, the 2014 Ebola outbreak, detailing some of the implications associated with the UN Security Council and other security actors becoming involved in what has been traditionally the purview of the WHO and other public health agencies. Please read the pieces below and answer the questions in the discussion. Based on the readings, post responses to the following questions using a minimum of 350 words and proper citations (not included in word count) as appropriate. Then respond to at least two of your peers’ posts. Be sure to post your initial response to the questions by the end of Module 8 so your peers can review and respond to them. All responses must be made by the last day of Module 9. 1. How are health issues connected to other human security threats? 2. What are the potential positive and negative implications of considering infectious diseases to be international security threats? 3. After weighing these implications, do you believe diseases should be considered security threats? Does the “securitization” of health issues enhance the human security of individuals? http://www.qil-qdi.org/ebola-security-council-securitization-public-health/
