The Articles of Confederation was really the first attempt at a Constitution in the United States. The Articles of Confederation created a loose confederation of sovereign states and a weak central government, leaving most of the power with the state governments. The need for a much stronger federal government soon became apparent and eventually led to the Constitutional Convention in 1787 and ultimately to the Constitution that the United States continues to utilize to this day.

For this assignment, write a 500–700-word paper in which you compare and contrast how the Articles of Confederation and the Constitution handled each of the following topics:

  1. Legislative organization and powers.
  2. Executive and centralized powers.
  3. The judicial system.
  4. The adding of amendments.

  1. Analyze the organizational design of the selected agency’s human resource management in relationship to the entire organization. Assess its strengths and weaknesses. (Title this section “Organizational Design”)
  2. Assess the agency in terms of its global or international linkages, highlighting its application of theory to its approach to personnel management. (Title this section “Global Linkages and Personnel Management”)
  3. Analyze at least three (3) of the major components of the agency’s human resource system’s goals and practices regarding the recruitment and hiring of a qualified workforce. (Title this section “Personnel Recruitment and Hiring Practices”)
  4. Evaluate the agency’s approach to training and programs provided for new and existing employees for the development of knowledge, skills, and overall competencies, highlighting the strengths and weaknesses. (Title this section “Employee Skills Training”)
  5. Recommend at least two (2) actions the agency could take to improve in the areas of recruiting and training a qualified workforce. (Title this section “Recruiting and Training Recommendations”)
  6. Appropriately incorporate at least four (4) quality sources. A quality source can be either popular, such as a news article, or scholarly, such as peer reviewed works. In the case of public administration, government websites are appropriate quality resources. Note: Wikipedia, SparkNotes, and similar websites do not qualify as academic resources.     Scenario for Assignments 1, 2, 3, and 4

    For Assignments 1, 2, 3, and 4 you will take on the role of a consultant for a government agency. Your consulting firm has been asked by the agency to conduct background research, interview agency representatives, compile a report, and provide recommendations for improvement of their personnel management system. The first role of the consultant is to become familiar with the agency, its departments, and key actors. You will develop the assignment in four (4) parts, submitting each to your supervisor (your professor) who will review and grade your efforts.

     

    Select one federal, state, or local government organization, and then select a department within that agency. Usually, you can find contact information on their website. Please note, each assignment builds upon the previous assignment. The agency you select in Assignment 1 must be used for all remaining assignments.

    2. Interview one (1) representative of the agency’s department for the different sections of the paper. (Interviews can be conducted in person, by phone, or by an electronic method such as email.)

, we are asking you to reflect, tell us what the article made you think and feel. While you should memorize some key points from the article you select, most of the paper should be focused on a deep reflection of the text. What concepts interested you, what confused you? You are encouraged to reference the article, mention sections of the article that are of interest to you—but be mindful to avoid an extreme use of quotes (for instance, do not insert an entire paragraph from your article).

One thing that you should keep in mind is the context of the article you are responding to. When were the articles published? What was happening during that moment? What is the context of the author’s experience?  Questions of context can generate deeper thinking and conversations about the ideas the author is discussing, and so I strongly encourage you to think about this.

Air To Air Critique

Additional questions to help answer critique:

There is a difference between an observation and an assumption.  For example, Stillion observed that USAF pilots fall into 2 groups in terms of their bombing skills.  It’s an observation, not an assumption.

Regarding your 3d assignment as analysts:

-The problem assigned is more one of sifting operational objectives than of seeing what difference higher technology makes to squadron performance.

-If the squadron were going up against an opponent of comparable skill, husbanding air-air missiles would be a primary consideration because firing most/all you carry could yield a disastrous outcome if the enemy turned back for more dogfighting.  But if the opponent is disinclined to fight head-on, being freer with AIM usage is more permissible since the enemy rarely shows up and doesn’t stick when showing.

-The $ cost of AIMs isn’t a major concern.  The marginal cost for firing an extra missile is small compared to the total cost of the bombing-campaign operation.

-Your squadron’s aircraft (12-15 per squadron) don’t all fly on the same mission.  Those that do are multi-role-capable.  That is, any aircraft can carry all air-to-air ordnance, all air-to-surface ordnance, or mixtures.

-The inflexible time-over-targets displayed in Vietnam wouldn’t be matched today.  Night-capable flying by NATO frees up the flying schedule, and Serbia would take advantage of fixed times as North Vietnam did.

  1. Part of the assumptions for what type of missiles the pilots should carry will delve into the terrain (mountainous) and the targets that NATO is after in Kosovo/Serbia,correct? NATO is aiming to push Serbia back so are the targets primarily Serbian military routes and installations (but not their Air force base?) YES
  2. Are we recommending how many of the planes in the squadron should have surface to surface and air to air to both complete their mission objective and eliminate serbian forces that aim to harass NATO forces?  THE MAIN GOAL OF THE CAMPAIGN IS TAKING OUT GROUND TARGETS.  AIR-AIR COMBAT IS A DIVERSION FROM THAT.  BUT YOU CAN’T KNOW WHEN SETTING OUT FROM BASE WHETHER THE SERB AF WILL RISE TO CHALLENGE.  HOW MUCH OF YOUR AIR-TO-GROUND WEAPONS LOAD DO YOU DIVERT TO AIR-AIR, AND HOW DO YOU USE IT WHEN SERBS DO RISE?
  3. In the recommendation are we prescribing time of day to increase effectiveness of the attack? IF YOU WANT, BUT IT’S NOT CRITICAL
  4. NATO’s goals are to move the Serbian troops back, does it fall on us as the analysts to set what the targets are and thus that determines what weapons the planes carry? NO, YOUR ISSUE HERE IS DIVERSION FROM FULL WEAPON LOADING FOR AIR-TO-GROUND
