Explain how your policy is related to the reason for low turnout and rectifies the disparity.

This assignment requires you effectively demonstrate core competencies of critical thinking, communication, social responsibility, and personal responsibility within the context of engagement in the U.S. political process.

Imagine that you have been hired by a nonprofit, Young Voices, to develop a strategy for increasing voter participation among new voters (specifically, aged 18 to 25). You should carefully review the lecture and reading related to why people vote (and, conversely, why some people don’t vote) to develop a plan for encouraging young people to vote. The nonprofit is short on cash and other resources, so they are looking for a SINGLE policy to promote. You must

Identify one clear reason why young people vote at lower rates than do older people, demonstrating an understanding of how different groups of people are differently situated in our political system.
Articulate one clear policy that would address the problem you just identified.
Explain how your policy is related to the reason for low turnout and rectifies the disparity.
Explain why disparate turnout by young people is or is not an actual problem for a democratic society.
While you may use outside materials, it is not necessary. If you do use outside materials, you should provide an adequate reference/citation. Similarly, you should cite to our readings and lectures where appropriate. (For citations to class material, “Textbook Chapter 3″ or ” Lecture.ppt, August 27, 2020″ is sufficient. For citations to outside materials, I need enough information to actually find the source.

You will turn in a single .doc, .docx, or .pdf version of your essay. While there is no hard-and-fast rule about essay length, I cannot imagine a coherent and complete essay that is less than 300 words, and I see no need to go on for more than 500 words.

This is not meant to be an exhaustive description of the policies you are promoting. Provide enough detail that a reasonable person familiar with this literature will understand your policy and the causal connection between your policy and turnout.

Israel has implemented numerous tactics in its response to terrorism throughout its violent history. One of the more successful actions taken was the construction of their “security barriers” along the Western Bank and Gaza as well as what are known as Targeted assassinations. The most important thing to remember when considering “targeted assassinations is that they are a tactic not an strategy and it is non-sustainable. It is however highly effective at neutralizing specific terror threats and Israel’s security agency, the Shin Bet, believes that every time they successfully complete a targeted assassination it directly translates to the prevention of the killing of 16-20 Israeli citizens. The problem with this type of tactic is that it merely mirrors the intelligence being gathered. The effectiveness of the policy is called into doubt because it has not prevented–and may have contributed to–record numbers of Israeli civilians being killed (David, 2012). For every terrorist identified through surveillance or intel and subsequently assassinated, there are equally others ready to assume the position that was just eliminated. This is unsustainable and ineffective. The correct approach is that of a “COIN” approach or Counterinsurgency strategy which systematically breaks apart the capabilities of the group as well as directly deals with the issue that the group is ultimately in support of. This technique provides a more diplomatic approach and although requires far more work and time has proven to be the most effective way to dismantle terror group. By implementing walls and targeted assassinations Israel is ultimately doing the opposite and creating more hostility and providing terror groups with a larger platform to express their cause. The problem that Israel has that is unique to their geographical and historical landscape is that they must give up land to the Palestinians in order to foster peace between the two nations. Many scholars and historians believe that this is the key to virtually eliminating the unrest that has been occurring for centuries in Israel. The major issue with this is that Israel is unwilling to admit that that decision could potentially hold the key to regional peace. “Counterterrorism is a shadow war carried out far from the public’s eye. It is a war of prevention. Success is an uneventful day in which people go about their lives without being killed, maimed, or stunned by a blast. It is a war without celebrated victories: public consciousness is much better in recording those days in which prevention failed than those of normalcy” (Luft, 2003).

God had already promised that Israel would be protected. Isaiah 60:12 states “For the nation and kingdom that will not serve thee shall perish; yea, [those] nations shall be utterly wasted” (King James Version, 2020). From the events of World War II to the current confrontations with Hamas, Israel has always been under some form of attack. “The IDF has amoral obligation to protect the Israeli public from the terrorist armies surrounding us. When the Israeli home front is threatened by thousands of missiles and rockets, we will not hesitate to forcibly attack [the enemy] to neutralize these threats” (Shoval, 2020).

The Arab states declared war on the new Jewish State, Israel, in 1948. Through their deceptive and mis directed anti-Semitic propaganda, the Arabs have produced a list of demands and claims against the Israeli State:

Demands

  1. “Self determination for “Palestinians” in a new State of Palestine” (Shapiro, 2003);
  2. Return of the seized lands;
  3. Freedom for the Arab refugees; and
  4. Return all property of Arabs.

Claims

  1. The State of Israel evicted the Palestinians and took their country;
  2. Jews and Israelis are racists;
  3. Jews and Israelis are crueler than the Nazis and are guilty of committing genocide against the Palestinians;
  4. Jews have no historical link to Israel;
  5. The Palestinians were the native people of Palestine; and
  6. Palestinians justify their terrorist actions as opposition to Israel’s occupation.

“The Israeli approach to counterterrorism (CT) is unique because terrorism there is ever-present and take many forms; it may occur from within Israel, it may take place from Palestinian -territories, it may come from across the border or from further afield” (Kfir, 2018). From this consistent threat, Israel has constructed a multi-level design to prevent any instance. This design may involve the usage of the Israel Defence Forces (IDF), specialist units, the police, the private district, and the people themselves. Furthermore, in response to the threat, the IDF specializes in counter-IED, urban warfare, and counter-guerrilla warfare strategies.

The results have been positive so far. From engagements totaling 12, such as the War of Independence (1947-1949), the Yom Kippur War (1973), and recent terrorist’s activities, “A total of 23,741 men and women have been killed defending the land of Israel” (Israel Defense Forces: Israeli Casualties in Battle, 2019). What Israel continues to demonstrate is that terrorism is not something that can be conquered, but something that can be learned to live with.

Reflecting on your policy and your previous research

Building on your assignment from Week 2, this week you will expand on your topic and develop a thesis statement and an outline for your Final Paper.

Prepare: This is the second step in writing your Final Paper, so please be sure to re-review the POL201 Assignment GuidePreview the document and the POL201 Final Paper templatePreview the document within the online classroom. Reflect on the policy topic that you determined last week and review your instructor’s comments and feedback regarding the policy and preliminary research. Review the research articles you found last week and determine what other aspects of the policy still need to be discussed and supported.

Reflect: Reflecting on your policy and your previous research, think about how to best structure your thesis (the argument) that you are supporting within this assignment. For this assignment, you will establish your thesis and then outline your paper with your supporting resources. You will utilize your four references from last week and add at least two additional references this week, for a total of six sources for this week’s assignment. At least four of these resources should be from the Ashford University Library. The following resources will help you to use the library effectively to find resources for your assignment:

For guidance on using library databases to locate scholarly, peer-reviewed articles click on Help! Need Article (Links to an external site.) and then click the “How Do I Search for Articles” button from the menu.

For guidance on identifying the types of sources you can use for academic research, watch this interactive tutorial on Evaluating Sources (Links to an external site.). Continue the research process and find sources that support your ideas and that can be integrated into your paper effectively. The POL201 Research Guide  (Links to an external site.)is designed to help you find sources for your paper. Be sure you make use of this librarian-created resource for your assignment.

The Scholarly, Peer-Reviewed and Other Credible Sources (Links to an external site.) table offers additional guidance on appropriate source types. If you have questions about whether a specific source is appropriate for this assignment, please contact your instructor. Be sure that the sources you are utilizing to support your ideas are valid, reliable, and not overly bias. For more information on identifying information bias, watch this interactive tutorial on Subjective and Objective Statements (Links to an external site.).

Write: You will establish and develop a strong thesis for your Final Paper. The thesis (see Writing a Thesis Statement (Links to an external site.)) will serve as the backbone of your Final Paper and should showcase in one complete statement what your policy is, why it is important, and how it relates to policymaking and government program administration within the American national government.

Once you have established your thesis, you will then outline (see Outlining (Links to an external site.)) your Final Paper utilizing outline format. When utilizing an outline, be sure to include the elements from the Week 2 assignment and remember to use headings and subheadings. All sentences within your outline should be complete and should help to support your ideas.

To complete the assignment, save the Week 3 Outline WorksheetPreview the document to your computer, fill it out, and submit it via Waypoint. Within the worksheet, you will state your thesis statement, provide an outline of your paper, and integrate the four sources from your annotated bibliography, plus two more sources, into your outline to showcase how these resources support your ideas. Provide a full APA references list with a minimum of six sources. Please be sure to utilize outline format and to support all statements with scholarly research. All references should be listed in full APA format and cited appropriately.
