A strategic plan is an important document that outlines the steps and strategies the organization will incorporate to achieve its objectives efficiently. It guides the enterprise in the right direction as well as motivates the employees to work towards the attainment of the set goals. Moreover, this plan should be appropriate and serve the purpose of pushing the organization ahead through the enhancement of competitiveness. Therefore, it is essential for any enterprise to design an effective strategic plan to make sure that it realizes its aims efficiently. This paper presents a critical evaluation of the Scottsdale Police Department strategic plan by clearly discussing its main components, strengths, weaknesses, and areas for improvements.

Evaluation

Scottsdale Police Department strategic plan is among the quality ones because it has incorporated particular vital elements that are necessary for a strategic plan. The project has used a simple language, therefore making it understandable. It has utilized simple strategic terms that can give the implementation committee an easy time during execution. It has also started with an introduction that outlines the purpose of the plan. The clarity of presentation enables the readers to understand the intention of the proposal quickly. Additionally, the design clearly articulates the corporate connection of the program by stating the vision and mission statements of the department. Both the vision and mission statements demonstrate how the company will achieve its objectives through a partnership with the community.

Besides, the plan has covered the situation analysis very well by describing the SWOT analysis of the department. It has explained the various strengths and weaknesses against the opportunities and threats of the firm. Some of the department’s strengths include community support, proper leadership, and brand reputation among others. The weaknesses include underutilized interns, leadership exodus, and changing crime trends among others. Therefore, the plan has succeeded in analyzing the internal analysis of the enterprise. However, the program has not touched on the external marketing analysis by addressing the PESTEL components. The PESTEL factors are crucial in strategic planning. As such, the plan should have covered the PESTEL analysis as well as the competitors’ analysis since it is not operating in a vacuum.

The strategic plan has addressed technology and social media elements. It has highlighted technology as one of its strengths by showing how the integration of technology in operations is assisting the department in achieving its aims. The plan has also demonstrated that the department is intending to embrace more technology in its services in the future. For instance, the department plans to establish an ISB process to identify trends that will enable the department to stay alert of technology predators. Besides, the strategic plan has also touched on social media pointing out as one of its opportunities to utilize in the future. As such, the program was mindful of the role of social media in its operations and how it will impact its future success. It is usually critical for a strategic plan to address such aspects because it makes the organization considerate of the happenings in the external environment and align its strategies accordingly.

Concerning the predictions, the plan has well-articulated various pred in specific areas such as demographics, anticipated workload, demand, and criminal actions among others. For example, it has highlighted that Scottsdale’s population will grow by 27% by 2050, thus raising the need for police service. For the plan to provide the predictions, it showed that the initiatives stated will be aligned with the future changes which enhance the objectivity of the whole strategic plan. Also, the program has adequately articulated the assumptions for strategies; for instance, it has stated that tourism will remain a pillar to Scottsdale’s economy. This is an assumption that will determine the operation of the department in the future.

However, regarding the measures support and follow-up of the implementation strategies, the plan has not adequately addressed this particular area. Measures and follow up are vital in any strategic plan because it allows the implementation team to identify whether the strategies were achieved or not as well as areas for improvement. Therefore, failing to address this area comprises one of the weaknesses of the plan. Finally, from the above assessment, some of the limitations of the plan are that it lacks PESTEL analysis, and it has not addressed the measures and follow-up of the strategies in the plan.

Criminology

1. Cesare Lombroso applied the methods of natural science (observation, measurement, experimentation, statistical analysis) to the study of criminal behavior. Lombroso rejected the classical theory of crime, associated with Cesare Beccaria and Jeremy Bentham, which explained criminal activity as freely chosen behavior based on the rational calculation of benefit and loss, pleasure and pain. Critically analyze both schools of thought and provide an opinion as to what theory you believe is more relevant.

2. The most inflammatory controversies involve police use of deadly force and excessive physical force. The cases of Michael Brown and Eric Garner are examples. Police departments have utilized various strategies to reduce racial discrimination through early warning systems, written policies, and internal investigations. Some police departments across the country are now using police body cameras – discuss this policy initiative including the advantages and disadvantages of same.

3. William Chambliss, Oliver Wendell Holmes and Felix Frankfurter examined the foundations of the Anglo-American legal tradition by focusing on the relationship between law and society. Discuss the approach of all three and give your opinion as to what the law really is.

4. William Westley’s study looked at policemen operating at the street level. Fogelson’s study focused mainly on the management level in policing, which has tended to be somewhat cut off from street level policing. Goldstein’s study examined policing at the political level where a police department encounters the currents of local government. Critically analyze all three and give your opinion as to whether you think studies of police should concentrate on the street level, managerial level or at the political level.

5. In western civilization for the past two thousand years the most common symbol of justice has been the “Lady of Justice”. She is blindfolded; she holds a scale with balance pans in one hand and a sword in the other hand. The scale represents the idea that for every offense there must be a punishment of equal weight. The sword represents the necessity of punishment. In your opinion are prisons an adequate form of punishment for justice to be served? Discuss.

Prologue:

Due to Badpenny’s financial situation, she is unable to post bail because her bond is set too high.  The charges Badpenny faces include possession of methamphetamine (felony), possession of drug paraphernalia (misdemeanor), and official misconduct – using her position as a dispatcher to access confidential information for personal gain (misdemeanor).

While Badpenny sits in jail awaiting the disposition of her case, many of the jailers treat her with indifference.  When Badpenny requests to use the phone, take a shower, or get commissary, the jailers disregard her request.  Badpenny noticed that the jailers did not treat the other prisoners as poorly; she has worked with most of these jailers and cannot believe the jailers would mistreat her.

Badpenny has no one to talk to except her cellmate, Heather Scandell, whose current arrest was for possession of cocaine and methamphetamines with intent to sell. Badpenny and Scandell have been in jail for weeks together in the same cell sharing life experiences and hopes for their future.

 Everyday Scandell tries to get Badpenny to discuss her case, but Badpenny remains guarded; she will not discuss her criminal case with anyone but her attorney, Liddy Gate.  One day, after getting back from the law library, Scandell’s cot was empty, Badpenny asked the jailer where she went, the jailer told Badpenny not to worry about the other inmates.  Later that day, a jailer came to inform Badpenny that her attorney wants to talk with her, the jailer escorted Badpenny to the visitation room.

Liddy Gate told Badpenny to sit down she had some troubling news about her case.  Once Badpenny sat down, Liddy informed Badpenny that Heather Scandell, her cellmate has become a jailhouse informant for the prosecution against her.  Liddy said, “Scandell is going to get a reduced sentence in exchange for testifying against you.  Scandell spoke with the prosecuting attorney and explained how you got the confidential information from county and city where you where worked, and then gave it to Dreadford in exchange for methamphetamines.”

Badpenny told Liddy that none of what Scandell says is true; she has not talked to anyone about her case.  Badpenny asked Liddy, “Why is this happening to me?”

Liddy told Badpenny, “I will do what I can to minimize the damage Scandell may cause.  I will see if we can get a plea deal instead of going to trial.”

Assignment:

This week, use the information from chapters 10 and 11 to complete a 2 to 3 – page paper, discussing the implications of prosecutors using jailhouse informants and the problems with wrongful convictions. Also, explain how the occupational subculture in corrections plays a role in how correctional officers treat or mistreat prisoners.
