An all-hazards risk approach assesses the vulnerability to a risk and the resources to mitigate the risk. For example, security cameras are only beneficial to reduce vulnerability of a facility if a quick response for assistance is nearby. Convenience stores in my state have surveillance cameras that are constantly operating but provide no security backup when someone attacks the store. Recently, a store was attacked and the clerk on duty was killed because he was not provided any security. In this case, the clerk left a wife and new child behind. The convenience store thought they fulfilled their role by paying for the employee’s funeral.

Do you think the convenience store chain should re-assess their countermeasures to protect their employees?
