The Exxon Valdez departed from the Trans Alaska Pipeline station in Valdez, Alaska on the 23rd of March 1989 at 9:12 pm (Leacock 7). The navigator William Murphy led the supertanker through the Valdez Narrows, with steersman Harry Claar driving and Captain Joe Hazelwood supervising. When the supertanker successfully passed through the Valdez Narrows, Murphy abandoned the vessel (Sylves & Comfort 78). When the ship came across icebergs in the shipping lanes, the captain instructed the steersman to drive the supertanker out of the shipping lanes to prevent hitting the icebergs. He afterward assigned Gregory Cousins to the wheelhouse, and then Robert Kagan took the place of Claar as steersman. However, Kagan and Cousins were not able to return to the shipping lanes for unknown reasons and the supertanker got stranded on Bligh Reef (Sylves & Comfort 78-79).

On the 24th of March, 1989, the Exxon Valdez, a supertanker measuring 987 feet, shipwrecked on Bligh Reef, discharging more than 260,000 barrels or 11 million gallons of crude oil into the previously unspoiled surroundings and ecosystem of Prince William Sound (York 399). The spilled oil flowed and scattered to the southwest along the Alaska Peninsula, Kodiak Archipelago, and the Kenai Peninsula, which was 750 km from the point of origin. The oil spill in due course spread all over 11,000 square miles of ocean and smeared 1,300 miles of shoreline (Bryan 28). The National Transportation Safety Board made the investigation and identified five possible causes of the Exxon Valdez oil spill. First, Gregory Cousins was not able to correctly guide the ship, perhaps because of exhaustion and too much amount of work (Hellstrom 367).

Second, the captain was not able to hand over an appropriate navigation tool, perhaps because of deficiency from alcohol.

A few of the examples include a person who is suffering from AIDS from eight years and as a result, has lost his sight and also losing his memory. a mother with seven children suffering from ovarian cancer, who can no longer eat and has bedsores on her abdomen (Blank, Bonnicksen, 1994). These are the sort of cases for which the physician-assisted suicide must become legal.

Physician-assisted suicide is part of Euthanasia. In 1985, the Dutch Government Commission has defined this as the deliberate act in which the patient’s life is terminated on the request of the patient by a physician. The same government defines physician-assisted suicide as the act in which the patient takes the lethal drugs herself or himself. According to the Oregon Death with Dignity Act 1994, physician-assisted suicide is defined as “the prescription of a lethal dose of medication for a person with a terminal illness (Dees, Dassen, Dekkers & Weel, 2010).

In 1994, the state of Oregon, USA, has legalized physician-assisted suicide. In this year, 0.12 % of the annual death rate was recorded by this process. In Belgium, when physician-assisted suicide was legalized in 2002, 0.3 % of the annual deaths were labeled under its title (Lachman, 2010). The above-discussed statistics show that physician-assisted suicide has not affected the overall death rate of the states.

Use these questions to guide your community assessment.

Boundaries

To what extent can you identify the boundaries of the neighborhood: natural boundaries such as a river or different terrain; man-made, such as highway or railroad; or economic, such as difference in real estate, presence of industrial or commercial units along with residential?

Does the neighborhood have an identity or a name? Is it displayed? Are there unofficial names? Are there sub communities near the area?

Housing and Zoning

How old are the houses? Of what style and materials are they constructed? Are all the neighborhood houses similar? If not, how would you characterize the differences?

Are there signs of disrepair, such as broken windows, steps, doors? Are any of the houses vacant?

Signs of Decay

Is the neighborhood improving or declining? Is it vibrant and full of life? How would you decide?

Is there trash, rubble, poor drainage, or disease vector harborage? Are there dilapidated sheds, rubble-filled vacant lots, abandoned cars, or boarded-up buildings?

Parks and Recreational Areas
