You will prepare and submit a term paper on PA Current Event No. 4. Your paper should be a minimum of 250 words in length. Sur Supervisor PA Current Event No. 4 s have a primary role to deliver all essential public good and services. Healthcare is one of the sectors that people expect public administration whether at federal, state or local level to provide in an efficient manner. In the US, along with federal government, state governments and counties also contribute financially towards healthcare of their people.

In the new Obama Healthcare Plan declared in 2010, Counties will have significant savings in their spending toward healthcare for their people. Accordingly, Jerry Brown, the governor from California has chalked out a new plan for healthcare that would now require counties to return a sizeable chunk of state reimbursements once Affordable Care Act of federal government becomes operational. Counties are not sure whether their healthcare costs will really go down considerably because it will all depend upon how residents transit to the private insurance or State Medi-Cal program. The fear is that anywhere between 3 million and 4 million people will not get themselves insured even it has been made mandatory. At least half of these people are staying in the US illegally and they cannot take benefit of the federal insurance program or Medi-Cal. As per the federal law, these people also need to be treated at the county expense (Gardner).

The whole arrangement is a political decentralization between the state and counties while providing healthcare services to its citizens. There is no doubt that counties can provide medical services to its residents much more effectively as a local body while federal and state governments funding them appropriately. in a way, this is a most pragmatic arrangement by public administration departments as a whole fulfilling the principle of Fiscal Federalism in the country.

In the contemporary society where democracy prevails, a politician’s chances of being elected to a political office depend on how he or she resonates with the electorates. As stated by Pitkin “every person in the modern world searches for some form of representation, whether it is the government or any other institution”. Thus, for a politician to win an election, he or she has to carry out a needs assessment to understand what his or her constituents want. In most democracies, campaigns during elections mark a period when those vying for political office have to go back to their constituents to present their case. The campaign period is an opportune time for politicians to gauge their popularity on the grounds. Those on the ground are often eager to elect a person who can safeguard their interests while in office. Whether this view is plausible depends on a politician being seen to have similar or sharing common interests with their representatives.
