Cyber bullying has attracted immense interest in United States. The importance is seen based on historical events and legal decision based on cyber bullying in the society. One of such events has been various tragedies arising from the rampant exposure of teenagers and young people to cyber bullying. For example, the suicide of 13-year-old Missouri student Megan Meier in 2006 attracted massive attention in United States (Davis, 2011). The student was targeted through social networking site MySpace that was common among students. The death of the student brought the issue into the limelight. On the other hand, cyber bullying has attracted the attention of a legal expert in United States. Some of experts have argued that there has been weak law regarding the speech of the student both in and off the campus (Davis, 2011). In fact, the law is vague on what the school leaders can do in curbing cyber-bullying cases in school premises.

In the understanding of Porter, it is high time service providers in the healthcare sector were made to compete based on value-based competition. By value-based, reference is being made to an era where service providers offer best value to patients. It is in the light of this that Plotkin and Orenstein (2004) explained best value to be one that caters for specific medical needs of patients. In the words of Porter however, such best value entails delivery that focuses on specific medical conditions.

This opinion held by Porter is certainly supported due to the inputs that he gives as to what constitutes value based health care delivery. From the video, it would be noted that Porter sees value based health care delivery as one that takes into consideration the need for service providers to focus on what they can do best based on their experience so that there can be better outcomes at lower cost. Very often, the problem that service users who are the patients have faced is a healthcare system where every service provider or facility professes to be a master of all trades. With their need to solving every other type of healthcare need, these service providers end up becoming masters of none and therefore giving patients very poor service. As a suggestion to what Porter offers, there should now be a mechanism where service providers will be made to earn anything from their service based on the outcomes recorded.

Research projects in this area have been more successful in documenting the incidence and prevalence of alcohol and drug related problems than in furthering the cause of prevention. One of the major challenges in the field is to create awareness of the relationship between substance use and the possibility of developing serious problems as a result. This study focuses on the effectiveness of a secondary prevention program for freshman students. The effectiveness or impact of an educational program focusing on addiction can be evaluated by examining the outcomes of the learning experiences. According to Swisher (1974), uniform objectives can be expected to be addressed in nearly all addiction education programs, and include 1) increasing knowledge about addictive substances, 2) maintaining conservative attitudes toward personal use of such substances, and 3) altering levels of substance use in the future. In addition., Swisher lists several unique objectives described by particular types of educational programs, including “increased participation in alternatives, reduced alienation, clarified values, enhanced mental health, improved decision-making, and improved interpersonal relationships” (p. 149).
