Poverty may never be a priority issue to reach the limelight not because it is unimportant, but because the issue is poorly understood and/or limited representation of the interests of poor people in policy formation process. Also this can happen when the information gap may be caused by inadequate research, or poor dissemination of existing research. In addition decision makers may not have enough evidence about the scale and severity of the problem.
