Delphi technique
Delphi technique is one of the brainstorming techniques that usually involves having questionnaires related to a specific problem in a specific group, where the identified problems are circulated in a group and each member of the group comes up with a relevant solution to a problem that is identified. The group members provide anonymous solutions or opinion to a problem later all opinion is combined and used to make a formed decision on the problem. The Delphi technique is popularly used in research methodology where there is no true or specified answer. A wide range of opinions can be relayed on unlike single biased opinion.
The Delphi technique is preferred as a method of brainstorming technique when face to face interactions is difficult due to large sample size, when opinion is collected in subjective areas, when the group prefers anonymity and when there are chances that group is influenced by one person, to avoid biased decision Delphi technique is used. Brainstorming
Brainstorming is a technique that conducted to generate ideas and solve a specified problem. Nominal Group Technique
Nominal group technique is a better version of brainstorming in brainstorming techniques. Unlike group opinion in brainstorming, in nominal group technique, a problem is explained in detailed, after each member of group pens down their opinions, ideas, and suggestion on paper. One the group is ready everyone presents their idea and opinions to the group, later the group will rank, evaluate each person ideas than make a collective decision on the problem. This promotes individual creativity and collective group decision. Lawmakers are increasingly applying the principle of evidence-based legislation when developing laws that address various public health issues.  Evidence-based legislation involves the formulation and writing of various laws based on scientific evidence that is available on the issue being legislated upon (Milstead & Short, 2019). A recent law that followed this principle is the Comprehensive Addiction and Recovery Act of 2016. Signed into law in July 2016, the law seeks to address the opioid crisis by authorizing multiple treatment and prevention programs for the condition.

The opioid pandemic, which the Comprehensive Addiction and Recovery Act seeks to address, has been a significant problem in the USA since the late 1990s. At the time of its passing, approximately fifty thousand Americans died each year from overdosing on opioid drugs acquired either illegally or through medical prescriptions (Bone et al., 2018). Without addressing the issue effectively, there was a risk of a continued increase in the number of deaths.

In addressing the crisis, the Comprehensive Addiction and Recovery Act used the best available scientific evidence to support its recommendations. For instance, the legislation requires an increase in education programs that spread awareness of the dangers of using opioid drugs to senior populations, parents, caretakers, and teenagers. This requirement is supported by scientific evidence which has found that increasing awareness of the dangers of opioid drugs reduces their usage (Kahn et al., 2019). The legislation also requires criminal justice representatives to identify individuals in prisons who are addicted to opioid drugs and seek evidence-based treatment for them. This requirement is also backed by scientific evidence that shows that prisons are among the hardest hit institutions by the opioid crisis (Bone et al., 2018).

The Comprehensive Addiction and Recovery Act is, therefore, legislation that is based on scientific evidence. Its requirements are simply implementations of findings from various scientific studies.

Measuring and assessing quality provides a foundation for identifying needs for improvement, developing effective interventions, and then monitoring progress toward desired results.
In the Sadeghi, Barzi, Mikhail, and Shabot text, the authors assert that an effort to improve quality “calls for setting outcome and performance targets (goals and expectations) beginning with the end in mind, and then formulating initiatives and actions (processes) that can serve as a bridge to take the organization from its current performance to its desired performance” (p. 182).
Having this “end in mind” can provide justification for dedicating valuable resources toward the effort, and help to lay a clear, concrete path that takes the organization from uncovering gaps between current performance and evidence-based targets to actually achieving those goals.
In this section of the Course Project, you focus on what you would measure—and how you would measure it—relative to your previously identified quality improvement issue. Note: This section of the Course Project will serve as the Portfolio Assignment for this course.
To prepare:

Review the Learning Resources. Also conduct a search of the literature related to your selected quality improvement issue and complete the Evidence Matrix (provided in this week’s Learning Resources).
Evaluate the evidence presented in the research literature and the quality standards proposed by various organizations, including the IOM’s six aims for quality improvement.
Based on this review and your knowledge of the organization that you have selected, determine appropriate measures and indicators of performance related to your identified quality improvement issue.
Consider how you could gather and use historical evidence of the organization’s performance related to the quality improvement issue. Also consider methods for gathering and assessing current quantitative and qualitative data, including those currently in use by the organization (e.g., chart audit data, staff surveys, quality indicators that are monitored, observations). If possible, examine actual data to assess your selected organization’s performance related to the issue.
Think about what, specifically, you would like to achieve related to this issue. Establish realistic, evidence-based quality performance targets.
Analyze gap(s) between the organization’s current performance and the performance targets.
As you do this, you may wish to create a graphic organizer/alignment chart for your own use that illustrates:

The measures and indicators that you would evaluate
Current and historical data related to this quality issue—either actual data or methods for how you would collect and analyze the data
Methods for collecting and analyzing data in the future (including when you would do this)
