Research policy paper on new measures of well-being and progress

Background:

The current Programme for Government states the following: The Government is conscious that we need to supplement our existing economic measurements with new ones. We know that our existing measures of economic performance fail to measure matters such as damage to the environment and voluntary work. They also overlook equality of opportunity, distribution of wealth and income and only value public expenditure on the basis of the inputs used, not the outcomes achieved.

We will develop a set of indicators to create a broader context for policy making, to include
A set of well-being indices to create a well-rounded, holistic view of how our society is faring.
A balanced scorecard for each area of public policy focused on outcomes and the impact that those policies have on individuals and communities. Initially this will be focused on housing, education and health.
The development of this work will be informed by the experience of other jurisdictions which have developed similar measures in recent years. Through the Department of the Taoiseach, we will convene a group of experts from the public service, academia, NGOs and the private sector to guide this work.
Once developed, we will ensure that it is utilised in a systematic way across government policymaking at local and national levels in setting budgetary priorities, evaluating programmes and reporting progress. This will be an important complement to existing economic measurement tools.

A final paper is required in which students apply their learnings about the wellness approach to their future professional practice. Students should select a population and a setting relevant to their future professional goals and describe a wellness-focused program or intervention applicable to this setting and population. This program or intervention should make concrete, critical, and integrative use of the concepts explored in the readings and class discussions. In these papers, the conceptualization of mental health/wellness that is the basis of this program or intervention should be articulated, its cultural appropriateness considered, and its stance vis-à-vis an integration with the

medical model addressed. In completing these papers, students should feel free to draw on knowledge from other courses. Students will have the opportunity to consult with the class regarding their papers before submitting the final paper. This paper should include references and a bibliography—from this class as well as other sources—and should be no more than 6 pages long.

  1. Please discuss your general reactions to the film.
  2. According to the film, “the consumer is now the marketer”. What does this mean? Please provide some examples. Is this a change from how advertising and marketing has traditionally worked?
  3. Consider the question “Does selling out exist anymore?” What do you think? For better or for worse? (You may need to look up the phrase “selling out” if you don’t know what it means).
  4. “Word-of-mouth” marketing is an age-old technique used to build interest in a brand or a product. (One person recommends a brand or product or shares information about it with another person he or she knows. The recipient does the same with another person, and so on, until word spreads.) How is using social media to market a movie similar to the word-of-mouth technique? How is it different? Which do you think is more effective, and why?
  5. Discuss how social media has impacted your identity.
