Instructions for this Discussion Our nation’s system of public budgeting and finance became more visibly institutionalized and established early in the twentieth century, providing a basis for fiscal federalism and intergovernmental relations. Today, virtually all decisions and functions in government are driven by fiscal considerations. Please discuss how the progression of grants-in-aid from the New Deal era forward facilitated the evolution of federalism from a dual and relatively independent relationship between tiers of government, to a structure of interdependence where there is considerable intergovernmental coordination. Related, you may want to reflect upon how fiscal trends and reform efforts have been interrelated over time starting with the Nixon presidency.
