International organizations vary dramatically in terms of their organizational structure and in many ways are unique “political systems” of decision and policymaking. Each IO has its own “constitution” (usually the founding treaty) that identifies how decisions and policies are made. Plenary bodies, executive councils, secretariats, parliamentary assemblies, and other institutions have remarkable variation in authority and power depending upon the IO and its constitution. Choose one IOs from the list below (you cannot choose an IO that you used in any previous assignment). Briefly summarize how decisions and policies are made in the IO. Does more power rest with the plenary organ or with an executive council? Are all member-states equal or do some have more power and a larger “vote” than others? Provide a recent example of a decision made (or blocked) in the IO and explain how it is an example of such “constitutional” sources of authority and power over decision-making. Each paper must include a distinct cover page that includes a title of the paper, your name, and basic course info. The paper must also include pagination, properly formatted citations, and a works cited page. The cover page and works cited pages do not count towards the page count minimum. The student must consistently use one of the three major forms of citation styles MLA, APA, or Chicago. The course ID and password are on the course website under the appropriate assignment. Sources For this paper you must use at least five sources of which three must be scholarly. You must use your textbook and other relevant assigned readings as sources but must also use additional outside sources as well. The internet is a good place to start, but for scholarly and academic works, texts and journals (many are available online) from the library are essential. Online and digital encyclopedias like Wikipedia are usually insufficient for university-level research The instructor will be more than willing to suggest texts and journal sources for students to use, as well as how to go about finding such resources on your own. Organization This is a short paper and must be organized as such with an introduction, body, and conclusion. You should also ensure that you answer or address every part of the question/topic. Plagiarism Plagiarism is a major violation of school academic policy that can result in failure of this course and potential dismissal from the school. There is no need to plagiarize, if you want to use another person’s ideas or words, you are free and encouraged to do so as long as you cite the material as both a citation and a bibliographic reference. It is expected that you will heavily depend upon your references for your essay therefore I expect citations. The assignment, however, should be primarily and dominantly your own writing including your own opinions and arguments. A compilation of quotations from several sources is not an acceptable written assignment. In the past few years, I have caught dozens of students in the act of plagiarism. The most serious offenses are those that use papers purchased from term paper supply firms on the Internet. Please note that the vast majority of these papers do not match the requirements for the written assignments for this course; in other words don’t waste your time and money. These papers are also easy to spot. The instructor uses several anti-plagiarism websites that quickly identify produced papers as well as the common-sense ability to detect work that is clearly not the product of the students in his course. The second serious offense is the “cut and paste” form of plagiarism. However, as with purchased papers, it is easy to detect for two reasons. First, I can easily search the web using a specific phrase from your paper that seems suspicious and rather quickly find the original source. Second, the lifted text never matches the existing style and ability of the students. If you want to use information from a digital source in your paper, you need to cite it. The most common form of plagiarism is the simple act of passing ideas and phrases of another off as one’s own. Any idea, concept, term, or analysis created by another that finds its way into your paper must be cited. It doesn’t even have to be an exact quote or sentence, if the idea belongs to someone else, you must give him or her credit. I expect to see plenty of citations in your paper. If you commit a serious act of plagiarism you will fail the assignment, and most likely fail the course. Late Penalties Paper must be received and electronically submitted by 5:00pm on the due date. Any paper received after that will be late with a penalty of 5 points per day. No paper will be accepted more than seven days (one week) late and the assignment will earn a zero. Please note that not submitting a paper may result in automatic failure of the course or additional penalties at the instructor’s sole discretion.
