“In a world with a growing number of health concerns, scarce resources, budget cuts, and conflicting opinions, it is very easy to lose sight of the ultimate goal – improving health outcomes. Oftentimes these external forces drive the decision making process within a health department and make determining where to focus resources and time challenging. Prioritization techniques provide a structured approach to analyze health problems and solutions, relative to all criteria and considerations, and focus on those that will prove to have the greatest impact on the overall health of a community.” – NACCHO Guide to Prioritization Techniques

Consider the following: Questions (Only answers there questions)
1. What major differences do you see between what the community prioritized and what the health assessment report says? 2. Why do you think those differences exist? 3. What kinds of issues might come up if you completed a prioritization activity with people in your target community? Do you think they would rate the health outcome you are working on as a top priority? If not, what else might be at the top? (Do some searching online to find evidence of what other kinds of things might arise). 4. What do you think should happen when there is a difference between community priorities and public health data? (“hard data”) 5.What is the value of conducting a community prioritization exercise to you?

To find scholarly research about your topics, use the Capella University Library; government, educational, and organizational websites; and the United States Congress website, Congress.gov. Refer to the SWK5002 library research guide, Social Policy Research Tutorial, for assistance in doing policy research and locating resources.

In your analysis, describe how the oppression and discrimination impacted this population.
Analyze ethical problems associated with your selected social justice problem.
Use the “NASW Code of Ethics” website and the Social Work Speaks policy textbook to guide your analysis:

Do the policies effectively address the social justice problem? Provide a rationale that includes scholarly, peer-reviewed research.
Assess the impact these policies have had on your selected population or subgroup.

Case #2: Establishing a Cancer Treatment Unit You are the director of social work in a large urban community hospital located in a low-income area serving people from various economic levels. You have been assigned to staff the planning committee charged with creating a plan for the future of the hospital. You grew up in the community and have family and long-standing friends who reside there. You also have relationships with many community human service administrators and staff members. As the planning process proceeds, it becomes clear that most committee members favor the creation of a specialized cancer treatment unit, which will gain status recognition for the hospital and also attract patients from throughout the state. But such a recommendation will make it impossible to recommend improvements for emergency and ambulatory care that are desperately needed by the neighborhood. A recommendation for a cancer treatment unit will change the nature of the available health care, who will get the jobs, use of community space, kinds of housing which will be available, and so forth. It becomes clear to you that the local community will gain very little and lose much if a cancer treatment unit is installed. You are torn between loyalties to the hospital, to the community in general, to the social and human service agencies in the community, and to the community’s population, including your friends and relatives who need a different type of service.
