In Week Three, you created a literature review around the scenario that you selected in Week One. For the Week Six assignment, you will create an intervention proposal that contains a professional recommendation for the chosen case study. The Intervention Proposal should incorporate any feedback that the instructor provided in the Week Four Literature Review or Week Two Annotated Bibliography assignments.

In a 10- to 12-page paper (not including the title page or references page) the student will:  Briefly restate the problem from the chosen case study.Compose a thesis statement that contains the student’s professional recommendation. The thesis statement should be located near the end of the second paragraph of the report.Explain the relevant theories and empirical studies that have led to the student’s professional recommendation. The explanation must include evaluations of seven to eight, peer-reviewed articles from the Annotated Bibliography that was created in Week Two. At least one of these articles must be about a specific empirical study. In addition, the explanation must:
Evaluate each article (comparing and contrasting them with the other articles) and answer the following questions:
What was the researchers’ research question?What was their hypothesis?How many participants did they have?Was the research design method appropriate for that particular hypothesis? Was it valid?Did their findings support the hypothesis?What are the implications?What are the limitations?Discuss the opposing sides to the student’s recommendation and explain:
Why it is relevant.Why it should be considered.Why it should be discounted for this recommendation.Discuss any limitations or gaps in existing research.Restate the professional recommendation in one to two concluding paragraphs.

The paper must include a title page and references page, and it must be formatted according to APA style as outlined in the Ashford Writing Center.

Organization tip: It is best to start with the least related and most broad article and move toward the most relevant. It can be helpful to think of the organization for this report as a funnel: The articles evaluated should get more and more specific and narrow in breadth throughout the report.

Language Note: This report is being written for an audience that is not familiar with the theories and material that are discussed. This means that the paper needs to be accessible to all individuals. All technical terms, acronyms, and theories should be explained and jargon should be avoided.

Our readings focused on those areas of Fire Dynamics having the most impact on our profession, on our departments, and on each of us as firefighters or future firefighters.

After reflecting on the material found in this class, write a post that answers the following:

1. What part of our readings had the biggest impact on you and why?
2. What was the most surprising or interesting thing you learned during the past eight weeks?

In closing out the course in Fire Dynamics I can honestly say that I have enjoyed each week of this class. From the forum discussion in week 1 when we were discussing the changing dynamics that many fire departments face in their local response districts from years ago to the firefighting tactics that have changed over the years. As I have stated in previous forum discussions my response local has many older “Legacy” homes where the construction has not changed but the home furnishings and contents of the houses has changed drastically over the years forcing us to change our firefighting tactics. The week 5 forum was a good refresher on how we extinguish fires. We are constantly emphasizing the basics of firefighting in my fire department and if we do not understand the basics of extinguishment and the different ways to extinguish a fire we are already at a major disadvantage. The most interesting and informative lesson for me was the fire modeling of week 7. In the fire service the lessons that we can learn from fire modeling and tactical approaches to fire scenes can literally save lives if we study the fire modeling and can learn from the specifics of previous events. We can never stop training and we can never stop learning in emergency services. In my position in my fire department I have many years of real life practical experience and this class has provided me with additional information and knowledge that I already have and will continue to bring back to my company so that we can continue to train and learn to improve our safety and fire fighting skills. I want to wish all my classmates continued success in the college studies and please be safe! Professor K thank you for the gained knowledge you provided us in this class.

Hello everyone, it is the last forum of this class. How did everyone enjoy the course? Looking back, this has been an exciting class. A lot of it, the material took me back to the basics of firefighting, which was refreshing. Lesson four probably had the most impact on me as it went into depth over an enclosed compartment fire. Being stationed in Guam, where the houses and facilities are made out of concrete, this is the type of fire that I would most likely encounter. I saved some of the lesson material and made a few training PowerPoint presentations from them.

The lesson that I struggled with the most was the fire modeling lesson. I do not know if it was the equations from the lessons that just made my brain struggle and understand what it was stating.

Lastly, I enjoyed how this class was structured. Nine forums, two papers, and one quiz was the right amount of work to where I could focus on the lesson and not rush myself to complete assignments. Overall I have no complaints and enjoyed learning different aspects of fire dynamics.

Suppose you live in a town where a commercial development is trying to come in and “take” (in exchange for just compensation) several waterfront residences to build a new mall area with restaurants, bars, and souvenir shops. This new development is supposed to create 500 jobs and bring in countless visitors each year.

Over the past 25 years, the town’s economy has been tolerable, but not booming, the tax base has been shrinking because of younger people moving away, and what was once a major tourist economy is languishing.

Is there a constitutional and/or public policy argument that would legally support the taking of these properties against the will of the residents? Explain.

Taking the opposite side, are there legal arguments against the taking? Be sure to include specific examples and case law to support your work.

I would say there are some constitutional arguments that legally supports taking of properties against the will of the residents if the economy will grow, create jobs, bring visitors to the community to shop at the mall and eat at the new restaraunts. I can see how this would benefit acommunity. In the case Kelo v. City of New London, the Supreme Court decided that eminent domain allows a transfer of land from one private owner to another to further the economic development. The courts held that a community will benefit from the growth the economy will have. Therfore, taking the property would be permissible under the Taking Clause of the Fifth Amendment.

A legal argument against taking land would be the case of Adams v. Housing Authority of City of Daytona Beach. The aquisistion for eminent domain to lease to a private developer was denied by Florida Supreme Court. The housing authorities authorized and undertook a redevelopment project that would cause the clearing of approximately sixty Negro families living in the projects. Their intentions were to make the land available for sale or lease to private entities. The court ruled that the public would not benefit from the redevelopment.

In Kelo v. New London (545 U.S. 469) the question remains, does the government have the right to take private property under the “public use” provision of the “takings clause” of the 5th Amendment of the U.S. Constitution? New London Connecticut was suffering a recession due to the closing of the U.S. Navy Undersea Warfare Center base. To provide relief, the city decided to use eminent domain for economic purposes claiming the acquisition would improve the current financial crisis as well as create jobs and that the Fifth Amendment did not require a literal interpretation based on land that could be used for a public purpose. The 90-acre parcel was acquired so that Pfizer Pharmaceuticals could build a facility for economic development purposes that would be for public benefit (jobs and additional tax income). The land was classified as having older buildings in poor shape and having high vacancies.

The case eventually went to the U.S. Supreme Court on June 23, 2005, as some residents would not sell. The U.S. Supreme Court ruled that the city had the right to obtain the property under eminent domain as it was for the benefit of the public. This decision was met with some fallout. Many felt that Pfizer never put in writing a promise to create jobs nor to improve the area for the benefit of the public. Even if some of the residents of that area had accumulated back taxes. This remains an issue in all cases of big business taking over private neighborhoods. As this case ends, Pfizer merged with Wyeth, they closed their current facility in New London at a loss of over 1,000 employees and the area has now turned into a dump of debris from Hurricane Irene in 2011. The promise of jobs and tax revenue never materialized.

Although Amazon Corporation headquartered in Seattle Washington brings into the city over 297M in annual taxes (Geek Wire), it is never a guarantee that a city will use that money for the necessity of providing infrastructure to accommodate additional business such as roads, fire, and police. I am not sure how you would hold an independent corporation to a set amount of job creation. Any city does not have to justify where their tax revenue is spent. Consequently, the downtown area of Seattle has one of the worse traffic nightmares in the country as well as an increased crime due to the homelessness and the drug population. It is estimated that the total annual price tag for the homeless in the region is more than $1 billion. (Puget Sound Journal). Although the courts decided the New London case was valid, I personally do not want to agree to big businesses buying their way onto the private lands of the American citizens. There is never a written guarantee that can satisfy the justification of taking private property to give to a business or corporation.
