The results of a recent study indicate that the public sees an America in decline on many fronts.

What are three areas you believe America is in a decline?  State your position, explain your analysis, and provide five recommendations that would minimize the current trend in the short-term (1-2 years) and the long-term (5-10) years.  Your analysis should include an examination of current contributing factors that would support the notion of America in a state of decline on many fronts.

Agency Interpretations of NEPA

Agencies have the authority to develop guidance documents on how the agency interprets the CEQ
Regulations and the way they want agency staff to prepare and EA or EIS. There are multiple agencies

that have prepared these documents.
1.Locate and review the most recent NEPA guidelines for four agencies. Keep in mind there is a

difference between DEPARTMENTS and AGENCIES. Departments usually have multiple Agencies within

them. (For example, Army, Navy, and Air Force are all agencies of DOD). Only use one Agency per

Department. Use one agency from each of the following departments: the Dept of Defense, Dept of

Interior, Dept of Agrigulture, Dept of Energy.
2.Complete the attached Table Template
3.In a narrative, address the following questions. Why do you think these differences exist? Do these
regulations still satisfy CEQ regulations for NEPA? Do these regulations adhere to both the intent and

spirit of the statute itself, and why/why not?
