As interns, you have been asked to complete a theoretical and applied economic analysis of the impacts of implementing a head tax in Seattle, and then write a short memo recommending a position on the head tax for the Seattle City Council based on your findings. The analysis will need to demonstrate how firms and individuals will respond to the head tax, how the market price and quantity of labor will change, estimated tax revenue, social gains and losses, and distributional impacts. The memo will need to summarize the pros and cons of your recommended position, giving both supporting and alternative views. Fortunately, another intern (that has since been fired for not following directions) has performed the background research and found the sources and data given below. You need to:

review and evaluate the sources below in an annotated bibliography (example provided),
develop a theoretical framework for worker’s response to the labor tax increase,
make calculations regarding the tax increase on the government, firms and workers,
determine your position for making a recommendation,
develop a visual (table or graph) that helps support your position, and
write a short memo summarizing your recommendation and analysis.
