1. Typically, the execution phase of any project is the most costly and time intensive phase because it is the longest phase in the process that by its nature consumes the most resources.  This includes the planning and how to manage the execution of the project as well as create the deliverables for the project completion.  This area is also where all the work within the scope of the project plan is executed and becomes tangible.  This is where the project all comes together towards the end.  

2. The CCB is best practice because it helps ensure that the requested changes are realistic and aligned with the rest of the project.  All of the areas concerned within the changes are reviewed by a group assigned to the board who sole job is this component.
