Using a totalitarian society from the past or present, discuss how the state and its leader attempt to impede citizens from exercising their rights. In your discussion, explain some components of an “ideal citizen,” consequences of voter apathy, and ways the state controls the citizen.

The role of the Operations Sergeant Major in operational approach is a combination of advisor, subject matter expert, and referee.  ATP 5-0.1 defines operational approach as “a description of broad actions the force must take to transform current conditions into those desired at the end state” (Department of the Army, 2015, Pg. 5-1).  The is a collaboration of many facets during the development of operational approach.  The Operations Sergeant Major must be able to adequately advise the staff based on doctrine and experience.

The Operations Sergeant Major differs in role to the Command Sergeant Major only by leadership influence limited to those in their charge (Department of the Army, 2015, Pg. 4-20).  Therefore, the Operations Sergeant Major will advise the commander and staff on aspects involving the organization (Department of the Army, 2015 Pg. 4-20).  It can include equipment capabilities, soldier capabilities, and organizational capabilities at each level.  The Operations Sergeant Major can also advise on other factors including morale and welfare from personal experience as well as personal interactions with the soldiers (Department of the Army, 2019, Pg. 4-4).

The operational approach is the point at which conceptual planning begins to move to detailed planning.  In detailed planning it is important to encourage effective dialogue to identify critical information and friction points.  The Operations Sergeant Major can assist in ensuring that everyone involved has input considered regardless of seniority (Department of the Army, 2015, Pg 1-7).  Under that aspect, the Operations Sergeant Major will serve as a referee to avoid tangents in discussion which will delay the process and encourage junior members to provide input on the area of their expertise.  The endstate of the process is timely creation of visual products for use in the military decision making process which has taken the consideration of each off the subject matter experts regardless of seniority and was facilitated by the Operations Sergeant Major.
