Where in the US Constitution does the government obtain its authority to regulate public health?

A basic function of government and a primary goal of the constitution that creates the government is keeping people safe. It is often referred to as exercising “police power.” In the United States, the government’s authority to regulate for the protection of public health and to provide health services is based on police power, which is the power to provide for the health, safety, and welfare of the people.
Public health powers were initially exercised at the state and local levels; currently, the federal government plays a large role in the regulation of public health and the provision of health services.
Considering this, respond to the following:

Where in the US Constitution does the government obtain its authority to regulate public health?
Do you believe the government has the authority to ban things that are believed to be harmful, such as trans-fats? Why or why not?

Explain why it is important for representatives of your target population to be involved in developing the goals and objectives for the program.

Program Design
With the continuation of Assignment 2, it is important to notice and appreciate the congruity provided through systematic program planning and evaluation. A well-developed program design facilitates the alignment necessary for an effective intervention, enabling the program to address the problem through appropriate services that–ideally!–result in positive outcomes.
This week you further delineate your program design, crafting elements visually and creating a time line using a Gantt chart.

To prepare for this week’s section of Assignment 2:

Refer      to the information presented in this week’s Learning Resources as you      consider all of the elements of your program.
Begin      to visualize or draft a graphical representation of your program based on      the theory or model you have chosen (Week 3 [see week 3 discussion paper attached]) as demonstrated in      Chapter 8 of Designing and Managing Programs. If your theory      or model of choice does not have such a visual representation associated      with it then you will need to create one.
Also,      in this design, state your mission, goal(s), and objectives for your      program. State all activities that will assist in meeting each objective      and outline this in a Gantt chart with time lines for implementing the      activities.

In APA format with a minimum of 6 scholarly references, write a 3- to 5-page paper and create accompanying documents that address the following level 1 and 2 headers:

1) Stakeholder Involvement in Developing Mission Statement, Goals, and Objectives (developed in Week 5)

a) Explain why it is important for representatives of your target population to be involved in developing the goals and objectives for the program.

b) Identify which stakeholders you would involve in the planning process and discuss two or more strategies for facilitating their involvement.

2) Program Design (developed this week 6, with elements developed in Week 5 [see week 6 discussion paper attached])

a) Create a visual representation of your program design (e.g., a table or graph) that includes the program’s mission statement, goal(s), objectives, and activities to meet the objectives (http://www.ganttchart.com/Examples.html)

b) Develop a Gantt chart with time lines for implementing all activities that will assist in meeting each of your program objectives.

Explain how the organization currently serves this health care concern.

Develop a 3–5-page report that explains how an organization serves the health care concerns and needs of a population. The report should identify gaps in the health care service, explain strategies to bridge the gaps, and describe potential barriers to those strategies. 

This assignment is the 2nd part of the windshield survey previously posted.  
Preparation
Now that your team has a better understanding of the population served by the organization, you need to evaluate how able the organization is to serve the specific health care needs of the population identified in the Windshield Survey assessment.

Use the Internet  to locate at least three academic or professional resources to use in this assessment.
Follow the same formatting instructions that you used in the Windshield Survey assessment. Your assessment should be done as a report for your team, using APA formatting for in-text citations and references.

In your organizational evaluation, complete the following:

Describe the primary health concern for a vulnerable or diverse population.
Explain how the organization currently serves this health care concern. Be sure you include information on how the organization communicates to the population.
Identify gaps in the health care service provided to the population.
Explain evidence-based strategies to bridge the gaps in health care service provided to the population.
Identify any possible barriers to implementing your strategies.

Describe the most prevalent health risks for the population

Conduct a windshield survey to identify a population and its primary health concern. Develop a 3–5-page report that explains demographic changes for a population and describes the health disparities and social determinants of health that can affect the population.

Conduct the windshield survey, using the template attached.
Use the template as a guide to write a report for your team. If possible, look at other written documents used within your organization. How are they formatted? Follow that format as closely as possible, making sure you still use APA guidelines for your in-text references, citations, and reference page.

Based on your observations and notes from your survey experience, write a report that includes the following:

Describe, briefly, the neighborhood or community you observed (overall condition, types of spaces and businesses, evidence of services, and so forth).
Describe a vulnerable or diverse population you observed living within the neighborhood or community.

Now you will need to do some research on the population you described:

Explain how the demographics for the population have changed over the past 5–10 years. Note: This information should be readily available through the United States Census Bureau, similar state Web sites, the Bureau of Labor Statistics, or other professional sites. Be sure your information is current.
Describe the most prevalent health risks for the population. For example, if your population is senior citizens, then the health risks might be diabetes and loss of mobility. Include statistics on the health risks, such as frequency of occurrence in the population and number of deaths per year in the population.
Identify the health disparities and social determinants of health that can affect the population. In other words, what will you need to overcome to develop a successful health promotion and disease prevention program for the population?

Your completed assessment should be 3–5 pages in length, not including the title page and reference page. Support your information with references to at least three professional, scholarly, or government resources, and follow current APA guidelines for your in-text citations and references.
