  • Analyze how public health upholds individual rights while protecting societal rights through prevention strategies of both types of diseases (e.g., adding fluoride to the water to reduce dental carries).
  • Discuss the ethical issues associated with the role of public health in protecting societal rights as well as individual rights.

Utilize at least two scholarly sources (one could be the textbook) to support your points.

Epidemiology is the study of epidemics. More specifically, it is the study of the occurrence and distribution of health problems. Using any of the epidemiological techniques outlined in the chapters from this week’s reading, address the questions for one of the case studies outlined below.

  •  Epidemiological Case #1: Gastroenteritis at a University in Texas
  •  Epidemiological Case #2: Norovirus in Vermont

There are two parts to this assignment:

Part I: Provide a brief statement of the investigative issue. Describe the epidemiological steps you would take by addressing the questions asked within the case study you select.

Part II: Address the questions noted at the end of your selected case study. Your paper should be at least four pages in length, but can exceed this depending on how much detail you provide on the epidemiological steps you take for your case. You should use at least one additional scholarly source in addition to the textbook.

Determine one (1) specific leadership theory and two to three (2-3) public leader styles that would be most beneficial for the Director of Public Health and related agencies in addressing the issues

The City Manager has contacted you regarding the following issues concerning various governmental departments and external stakeholders:

  • In the past year, citizen, department, and outside stakeholder complaints have been filed against the Department of Health administrators. Such complaints cited unprofessional leadership, unethical practices, insufficient customer and patient care, poor fire and emergency response time, and inability to implement change and resolve conflict within and amongst subordinates and staff. The Department of Health is composed of the following agencies:
    • Social Services,
    • Fire and Emergency Management, and
    • Human Services.

 

  • The School Board has a collaborative relationship with various government departments. In the last two (2) months, the School Board has charged department directors with failure to work collaboratively with the School Board on its efforts to:
    • Meet federal mandates regarding reformation of new policy issues that will impact the leadership of the Department of Redevelopment and Housing, the State Department of Education, and the State Department of Housing and Urban Development.
    • Support the academic leadership of secondary school principals by providing specific student data from the Department of Juvenile Relations, in an attempt to improve student retention and performance toward increase graduation rates.

 

Note: You may create and / or make all necessary assumptions needed for the completion of this assignment.

 

Use the basic outline below to draft your paper. Organize your responses to each question (except Question 5) under the following section headings:

Write a seven to eight (7-8) page paper in which you:

  1. Determine one (1) specific leadership theory and two to three (2-3) public leader styles that would be most beneficial for the Director of Public Health and related agencies in addressing the issues. Provide a rationale to support your response.
  2. Recommend one (1) specific leadership theory and two (2) public leader styles that would be most beneficial for the School Board in addressing the issues presented. Provide a rationale for your response.
  3. Determine the essential manner in which the leadership from the Department of Public Health, the School Board, and the various other government departments impacts the leadership of the City Manager’s and his or her ability to carry out government operations.
  4. Recommend two (2) strategies that a public leader could use in order to overcome the weaknesses inherent in his / her leadership style(s).
  5. Include at least four (4) peer-reviewed references (no more than five [5] years old) from material outside the textbook. Note: Appropriate peer-reviewed references include scholarly articles and governmental Websites. Wikipedia, other wikis, and any other websites ending in anything other than “.gov” do not qualify as academic resources.

Analyze the public health communication during SARS crisis

As was evident in this week’s Grand Rounds video, SARS: When a Global Outbreak Hits Home, the abilities of public health leaders are particularly put to the test in crisis situations. In this Application, you are asked to identify and analyze the effectiveness of communication strategies demonstrated by leaders in public health crisis situations.

In a 2- to 3-page paper, address the following:

  1. Analyze the public health communication during SARS crisis as depicted in the Grand Rounds video. What are five communication strategies you noticed? How well were they implemented? Do you think the communication could have been done better? Explain your answers.
  2. Discuss an event you have seen in the news some time during the past several years in which leaders were asked questions and had to respond with crisis communication strategies. These are often weather related (e.g., floods, fires, other disasters) but can also be crime- or corruption-related stories that are in the media. If necessary, do Internet searches to refresh your memory or find out more about the ways in which the leader(s) communicated during your selected event.
  • Describe the crisis situation.
  • Assess the use of crisis communication strategies by the leaders. Which strategies were implemented? How well were these implemented? What strategies do you think they could have adopted to handle this situation better?
