How excited are you in developing a public health campaign which could motivate and change people’s behavior or attitudes? How excited are you to promote social change and implement your public health campaign? For new public health leaders, it might feel overwhelming, as well as thrilling, to implement a campaign. Prior to implementing any campaign, make sure you have a clear plan for its implementation and select an appropriate evaluation method to measure its effectiveness.

This week, you devise your methods to implementing your public health campaign and consider any barriers you might encounter. Also, you consider ways to evaluate the effectiveness of your campaign

Effective implementation of a public health campaign includes strategic marketing methods, appropriate timing, and monitoring (Resnick & Siegel, 2013). Review your communication plan and consider ways you plan to implement your campaign and how the timing is critical to its success.

It is not uncommon to experience some barriers in the implementation of a public health campaign. For example, funding sources might be delayed, stakeholders in communities may decide to withdraw their participation, or technology may temporarily collapse. Consider possible barriers or challenges you might face in the implementation of your public health campaign and how you might address those barriers.

Advocating for Public Health Policy

Imagine that you have been chosen to represent a public health advocacy group as they begin a campaign to get legislation related to a health issue passed in your state legislature. You have been tasked with the role of presenting a proposed policy to the legislature and advocating that the legislature vote for the policy. You have been told that you will have 10 minutes to present to the legislature. Your presentation should be informative, but also persuasive. The legislature will need to make a decision about whether or not to vote for the policy based on your presentation. Your presentation should be structured exactly as if you were “live” in front of the legislature advocating for them to adopt the policy you are proposing.

For your assignment, you will need to select a public health topic of interest to you (you are encouraged to choose one related to your academic major or intended field of work) and a public health policy related to addressing the topic. You may select an actual proposed policy or create one that you think would effectively address the topic. Your presentation should provide enough information about the topic and the proposed policy that a reasonably educated legislator should be able to make an informed decision. Be sure to consider the various questions that a legislator might have about the issue and proposed policy, such as long-term costs and benefits, potential effects on business and industry (especially those that support politicians’ campaigns), and how the policy will support the health and productivity of state residents.

For this assignment, you should create an approximately 10 minute presentation* that addresses each of the following points:

  • Discuss the public health issue that your proposed policy is intended to address. Questions to consider:
    • Who does this health issue affect?
    • What is the impact of this health issue on the community?
    • Why does this health issue need to be addressed?
  • Explain the proposed public health policy. Questions to consider:

    • What information about this policy would potentially affect the voting behavior of legislators from across the political spectrum (eg. conservative, moderate, liberal, progressive; particularly those who might not support the policy based on political orientation)?
    • What are the most important messages that legislators need to hear about this policy?
    • How would the constituents of the legislators voting for this policy feel about this policy and a legislator who votes for it?
    • What information would a legislator need to “sell” the policy to consitutents who were perhaps not in favor of adopting the policy?

Explain why it would be important to examine infectious and reportable public health conditions when examining ICD-10 and ICD-9 classification systems?

Once all rankings were assigned, a focus group that included seven experts in ICD-9-CM, ICD-10-CM, and public health convened. Two of the focus group members have medical degrees, two are working on their doctorates in public health and have extensive education and training in coding, and three have coding credentials and have worked in the coding field for more than 10 years. The purpose of the focus group was to review and examine the information accumulated from the study and provide feedback and recommendations regarding where changes need to be made in the ICD-10-CM system. Therefore, the focus group examined the rankings and made changes. The researchers reviewed and discussed all comments from the focus group, clarifying any questions, and then made the appropriate changes to the rankings and code descriptions. In the analysis of all the public health diseases, such as reportable diseases (p < 0.001), top 10 causes of death (p < 0.001), and those related to terrorism (p < 0.001), it was found that the overall rankings for disease capture for ICD-10-CM were significantly higher than the rankings for ICD-9-CM. In this example the p value is a statistic that demonstrates statistical significance. It is computed by running statistical tests to determine if the differences between ICD-9-CM and ICD-10-CM rankings were real or due to chance. If the p value is less than 0.05, the differences seen are not due to chance and it demonstrates that what was found in this study is real. (Watzlaf et al. 2007).

1.A descriptive research study was performed to investigate the completeness of the ICD-10-CM coding system in capturing public health diseases when compared to ICD-9-CM.
